Do I have to have made my costume to enter the Hall Cosplay?

Yes.  The Hall Cosplay Competition is a contest where you are judged solely on how well you created your costume.  Points for construction, accuracy and overall presentation will be awarded by a panel of skilled cosplayers in a private judging session.
